The Infrastructure Layer is responsible for enforcing permissions, executing compliant computation, generating verifiable records, and triggering settlement based on those records. It operates as the system’s execution backbone, where all critical guarantees—authorization, privacy, verification, and settlement—are enforced. This layer is composed of four core components: Control Plane (CCL) Manages identities, keys, and consent policies. Every request—whether for audience creation, measurement, or settlement—must be validated against executable policies before execution. Compute Plane (ESQ) Executes privacy-preserving audience matching, frequency control, and aggregation within trusted environments, ensuring no raw data is exposed. Proof Layer (VUR) Generates verifiable usage and result receipts for every event, forming a shared, tamper-proof record of what occurred. Settlement Layer (PSG) Uses receipts as triggers to release escrowed funds, distribute revenue, and generate reconciliation outputs automatically. Across all components, only cryptographic commitments are stored on-chain, while detailed data remains within its original domain for auditability and compliance.
